At first I thought your question was a joke. Then I googled, and found that very reputable organizations have actually ranked the top 400 universities in the world. I'm sure, you will find at least one that has a distance learning program.

I would recommend you start with a few free courses offered on the web.

HTML is very straightforward, it is just text markup. You will use a text editor and will need a place to view your work on the internet. This will take you a day or so to learn.

Then you can do some free online courses on CSS.

Next you will need to tackle graphic design. For this you will need at least a trial version of Adobe's CS4 Creative Suite which includes Dreamweaver, Photoshop and Flash. They offer a wealth of free tutorials on all aspects of their applications. Expect learning this to take you a couple of months of work.

This may be as far as you want to go but if you are interested in building intelligent websites, I suggest you look at the offerings from the Open University. You will need to take at least two programming courses and one on databases. Then you can start using PHP and MySQL to create some really clever things.
