My first thought is if you can afford it I'd pay a base. A seasoned and productive sales rep will make 100+k (and potentially a lot more) per year -- why would they leave that to take a start up job with no salary? What will end up happening is you'll waste time burning through inexperienced or ineffective sales reps while your chance to make money passes away. The job of sales, after all, is to make you more money -- i.e. it's an investment -- and you'll get what you pay for.

That being said here are answers to your questions:

1. Instead of letting go someone not at target, first evaluate why. Is it the rep? Is it bad luck? Is it something else? Solicit feedback and seek information. If it is indeed the rep, what is standard is to put them on a 30-90 day plan, wherein they must meet a certain target or be terminated.
2. Depends on the product, but usually companies like to see genuine opps before 3 months and some closes within 6 months. If you're selling a true commodity, you should see some real $ within 3 months.
3. Certainly. If nothing else, you get feedback you can use and it will give you a sense of how the candidate will respond to buyers' inquiries.

Hmmm... Right now, i'm sick of traffic jam, so if I were a product dev. manager, and I can make anything I want, then I'll make a TELEPORT MACHINE: A Machine that can move you to anywhere you want in just seconds!! (You know, like those in Star-Trek or other science fiction movies..) I'm sure it'll be very, very usefull in our life, especially in BIG CITIES!!!Also, it'll lessen the air polution and much more efficient!! ^---^
